He remarked, "We can already see that Moscow is rushing to restart dialogue as soon as it learns of Tomahawks." This statement addressed earlier comments about supplying advanced weapons to the Ukrainian military.

Diplomatic Moves and International Reactions

A former US state department official, Dan Fried, observed, "Putin is trying to derail the momentum toward increased sanctions on Russia." Fried continued, "We'll see tomorrow, but the chances of achieving a ceasefire by pressuring Russia to get serious seem to have diminished."

The development came after Trump had recently been hardening his rhetoric toward Russia until the recent call with the Russian president, which the Kremlin described as "highly frank and trustful."

European Energy Restrictions and Market Impact

EU authorities have set a mandate for energy importers into the EU to prove their fuels are not sourced from Russian oil, according to a document published on Thursday. This step is included in the EU's forthcoming prohibition on imports of fuels processed from Russian crude, which is included in its latest restrictive measures against Moscow over its military actions in Ukraine.

Market experts observed that investment activity appeared to be considering the potential end of Indian purchases of Russian crude. Several oil processors in India are preparing to reduce Russian oil imports, with expectations of a gradual reduction, as reported by insiders knowledgeable about the matter.

"This is a favorable turn for the oil market as it would eliminate a big customer of Russian oil," commented Tony Sycamore, noting that crude values were steady on the trading day.

Military Situation and Infrastructure Strikes

A massive Moscow's drone and rocket attack hit gas facilities in Ukraine's eastern regions on Thursday, resulting in outages in eight regions. Ukrainian officials stated that Russian forces launched numerous of drones and dozens of projectiles, along with glide bombs.

"During this fall, the Russians use every single day to strike at our power facilities," declared Ukraine's president, noting that strikes affected the regions of northern Ukraine, eastern Ukraine, Poltava, Sumy and western Ukraine.

Global Political Reactions

Kyiv's envoy to Washington, the Ukrainian ambassador, asserted that Russia demonstrated its real attitude to peace through the "violence" of such strikes. "The Russian government once again opted for missiles over talks, turning this attack into a direct setback to current peace efforts," she said.

At the same time, the European Union's top diplomat, the bloc's representative, stated that the European Union had no choice but to build up defensive systems against Russian threats. Kallas announced a "plan" to prepare for potential security challenges by 2030, including a new defensive network to be fully operational by the 2027 deadline.

This initiative, called the "EU defensive program," is expected to begin working in its first phase by the end of 2026 and be fully functioning by the following year. EU authorities hopes to secure the backing of EU leaders at a meeting in the coming days.
